The rail is a track for minecarts.
There are many different connections for rails:
Even if this looks complicated, it is very simple. You can place a rail on the ground or on top of a already existing rail. The new rail is created depending how you look at the rail.
Crafting
You must have 3 things to craft a rail: iron ore, coal ore and wood.
